If you do not have a loading tool, what is a good substitute? Can someone give the measurement's of a loading tool so for someone who does not have one can make one.

I use a hard plastic tube.
External diameter is near 7mm (or near 5mm for small caps), slightly less than cartridge interior diameter (caps are slightly wider to make good seal when inserted). If diameter is too small, tool could slip into charge. Walls of tube have to be thick enough to make it stiff for pushing.

Over the time I found that loading tools get damaged from hard edges of cartridge. Might need replacement sometime, though mines still work after hundreds and hundreds of caps.

I suppose the cap has to be pushed into the cartridge the proper amount of length. That is the most important use for the loading tool. I remember MGC supplied only a hollow plastic tube with their M4A1/M725 models, so the cap was usually pushed to the bottom of the cart. In their last edition models they supplied a brass loading tool as well which made sure that the cap is not pushed back too far. They had also added a plastic spacer that lead to more tension with the buffer spring, increasing the reliabilty of the M4A1.
