Articles vs adverts is an old problem of many publications, though it seems to apply most often to women's magazines, not men's ;-)
Publisher usually has to make money selling a magazine.
Money comes from two main sources: people who buy it (including subscribers) and advertisers.
Unless magazine is hugely successfull, a larger part of income is from advertising.
Balance between articles and advertisements depends on many factors, but it is the publisher who finally makes the decision.
It's a circle: if you have good articles, more people buy magazine. More people buy magazine, more advertisers are interested in selling them something and placing adverts. More adverts is more income, ability to add more pages, improve quality of paper etc.
I agree that advertising is not nice, but they keep magazines afloat.
Of course quality of articles should be enough to offset wading through all these ads ;-)
